NOTICE OF GENERAL ELECTION
CLAY COUNTY, NORTH CAROLINA
A General Election will be held on Tuesday, November 3, 2020 in Clay County to vote in the following contests:
US President, US Senate, US House of Representatives, NC Governor, NC Lieutenant Governor, NC Attorney General, NC Auditor, NC Commissioner of Agriculture, NC Commissioner of Insurance, NC Commissioner of Labor, NC Secretary of State, NC Superintendent of Public Instruction, NC Treasurer, NC Supreme Court Chief Justice Seat 1, NC Supreme Court Seat 2, NC Supreme Court Seat 4, NC Court of Appeals Judge Seat 4, NC Court of Appeals Judge Seat 5, NC Court of Appeals Judge Seat 6, NC Court of Appeals Judge Seat 7, NC Court of Appeals Judge Seat 13, NC State Senate District 50, NC House of Representatives District 120, NC District Court Judge District 30 Seat 4, NC District Court Judge District 30 Seat 5, NC District Court Judge District 30 Seat 6, Board of Commissioners, Board of Education, and Soil and Water Conservation District Supervisor.
Voters will not be required to show photo ID for elections held in 2020. Federal and state courts have temporarily blocked North Carolinas voter photo ID requirement from taking effect until further order of the courts.
Polls will be open from 6:30 a.m. to 7:30 p.m. on the day of the election, Tuesday, November 3. One-stop early voting will be held at the Clay County Board of Elections office. One-stop early voting will be open from Thursday, October 15 until Saturday, October 31. Monday Through Friday 8:00 am till 5:00 pm, Saturday October 17 & 24 7:00 am till 5:00 pm, and Saturday October 31st 8:00 am till 3:00 pm. Canvass will be held in the Clay County Board of Elections office at 11:00 a.m. on Friday, November 13.
Absentee voting by mail is available. Requests for an absentee ballot must be made on an absentee request form (available on the State Board of Elections website and, at the county board of elections office, and must be received in the Clay County Board of Elections office or any one-stop early voting site by 5:00 p.m. on Tuesday, October 27, 2020. Completed request forms may only be returned in-person to the Clay County Board of Elections office by the voter, the voters near relative or verifiable legal guardian, or by a Multipartisan Assistance Team, or delivered by the U.S. Postal Service or designated delivery service (DHL, FedEx, or UPS). Absentee voting requires the voter to complete an application on the return envelope that must be witnessed by one qualified person. Completed absentee ballots must be returned to the Clay County Board of Elections by 5:00 p.m. on Election Day (ballots received by mail after this time will be considered timely if they are received by 5:00 p.m. on Friday, November 6, and postmarked on or before Election Day). Voters may receive assistance voting a mail-in absentee ballot from a near relative or verifiable legal guardian, or by a qualified person of their choice if a near relative or legal guardian is not available. If the voter resides in a facility such as a nursing home, and the voters near relative or legal guardian is not available, the voter or the facility can arrange to have the county board of elections schedule a visit by a Multipartisan Assistance Team to provide assistance and serve as a witness.
All persons who are registered to vote with the Clay County Board of Elections may vote in this election. Persons who are not already registered to vote in the county must register by Friday, October 9 to be eligible to vote in this election. Voters who are not registered in the county by that deadline may register and vote during one-stop early voting only, and will be required to provide documentation of their identity and residence. Voters who fail to timely make a change to their name or address in the county must update the information when presenting to vote, and may be required to vote a provisional ballot.
Voters voting in person are entitled to assistance by an election official, or, if assistance is needed due to disability or illiteracy, by a qualified person of their choice. Voting sites are accessible to all voters. Curbside voting is available for voters who are not able to enter voting sites.

NOTICE OF PUBLIC
HEARING
The Clay County Board of Commissioners will hold a public hearing on October 1, 2020, at6:45PM in the Community Service Building located at 25 Riverside Circle, Hayesville, NC. The purpose of this meeting is to receive public comment on a proposed Clay County Economic Development Incentive for Business and Industry.As authorized by Chapter 158 of the North Carolina General Statutes, 158-7.1, Clay County Commissioners desire to make appropriations for economic developm ent purposes to benefit the tax paying public and to diversify the economy, and increase employment and business opportunities. Specifically, it is the desire to of the Clay County Board of Commissioners to provide economic development incentives to stimulate new and expanding businesses and industries to create new jobs and investment in Clay County. New or expanding businesses or industries may qualify to receive a financial incentive grant based upon the actual value, schedule and payment of local property taxes for a period of up to five consecutive tax years. Each project would be evaluated on its own individual merits as to quality and quantity of jobs created. Clay County reserves the right to withhold theproposed financia l incentive package if, after evaluating the merits as to quality and quantity of jobs, the application of the grant is not in the best interests of Clay County. Clay County would require the business or industry to "pay in full" annual total property taxes due. If the business or industry has met specific criteria as outlined in a formally adopted Clay County Economic Development Incentive Plan, a portion of the property taxes paid by the business or industry to Clay County each year for up to five consecutive years would be returned to the business each year in the form of a local economic development incentive grant. Any incentive request would require a public hearing and be subject to approval by the Clay County Board of Commissioners. All interested pa rties are invited to present comments at the public hearing regarding the same.

This is to inform the public that a public hearing will be held on the proposed Clay County Community Transportation Program Application to be submitted to the North Carolina Department of Transportation no later than November 27th,2020.
